The Trans European Rail & Road project forms part of a major cross-border transport corridor, incorporating approximately 17 kilometres of electrified railway infrastructure and associated industrial branch connections linking into a primary bridge crossing.
The works involved construction of new rail alignments, integration with existing transport networks and coordination of civil, track, electrification and signalling packages within an operational transport environment. As a linear infrastructure project, the scheme required careful sequencing, interface management and alignment between railway engineering activities and associated road access works.
Given the scale and complexity of the programme — including multiple contractors, phased access constraints and coordination between industrial rail spurs and mainline electrified track — structured programme management and forensic delay analysis were critical to maintaining contractual clarity and managing time-related risk.
Critical Path was appointed to provide expert analysis in relation to Extension of Time (EOT) claims, disruption claims, and ongoing project controls support including progress monitoring and reporting.
Our role involved detailed review of baseline and updated construction programmes, identification of critical path activities and structured assessment of delay causation across civil, rail and electrification workstreams. Using recognised delay analysis methodologies, we evaluated the impact of access constraints, sequencing changes and interface delays on the overall completion programme.
In addition to EOT assessment, Critical Path conducted disruption analysis to quantify productivity loss and resource inefficiencies arising from programme events. This included examination of work fragmentation, resequencing impacts and constraints affecting track installation and electrification works.
To strengthen governance and transparency, we supported structured progress monitoring and reporting processes, improving visibility of milestone performance, contractor progress and schedule risk exposure. Our combined project controls consultancy and expert claims evaluation provided clear, evidence-based conclusions to support informed commercial decision-making within a complex infrastructure environment.
