Project Overview

The Kostolac Coal Power Plant development is a major phased energy infrastructure project comprising the rehabilitation of two existing 350MW generating units, the construction of a flue gas desulphurisation (FGD) unit, and the expansion of the Drmno lignite mine supplying the power station. 

Phase II of the programme includes the construction of a new 350MW generating unit, known as Kostolac B3, together with further expansion of the Drmno opencast mine to support long-term fuel supply. The project represents a significant investment in thermal power generation capacity, combining complex heavy engineering works, environmental compliance upgrades and large-scale mining operations. 

Given the scale and technical complexity of the works — spanning power plant rehabilitation, new-build energy infrastructure and mining expansion — the project required detailed programme scrutiny and robust delay analysis to assess time-related entitlement and associated financial implications. 

Critical Path's Involvement

Critical Path was appointed in an expert capacity to undertake an independent Extension of Time (EOT) assessment and evaluation of associated charges arising from programme delays.

Our scope included detailed forensic delay analysis of the construction programme across both rehabilitation and new-build phases. This involved review of baseline schedules, subsequent updates, critical path sequencing and the impact of design development, environmental compliance works and mine expansion interfaces on overall project completion.

Using structured delay analysis methodologies aligned with recognised industry standards, we assessed causation, concurrency and critical delay events affecting the power generation units and associated infrastructure works. Particular attention was given to interface risks between plant construction activities and mine expansion works, where interdependencies had potential programme implications.

In addition to time entitlement assessment, Critical Path undertook an evaluation of claimed prolongation and associated cost elements to determine the reasonableness and contractual validity of charges presented.

Our independent expert review provided clear, evidence-based conclusions regarding programme delay, critical path impact and extension of time entitlement. Through objective analysis and structured reporting, we supported informed commercial decision-making within a complex energy and infrastructure dispute environment.
