Project Overview

The New Europe Bridge is a 1,791-metre combined road and railway crossing designed to accommodate both vehicular and rail traffic on a single integrated deck. The structure comprises four road lanes, a single-track electrified railway line, a dedicated cycle lane, pedestrian walkways and service corridors, forming a strategically significant piece of cross-border transport infrastructure. 

As a major civil engineering and transport infrastructure project, the bridge required complex structural sequencing, coordination between rail and highway works, and integration of mechanical and electrical systems within a live construction environment. The scale, technical complexity and multi-disciplinary interfaces presented significant programme management challenges. 

Given the infrastructure significance and cross-functional delivery model, robust project controls, structured progress monitoring and formal delay and disruption assessment were critical to maintaining commercial and contractual clarity. 

Critical Path's Involvement

Critical Path was engaged to provide comprehensive project controls implementation, progress monitoring and reporting, alongside expert analysis of Extension of Time (EOT) claims and disruption evaluation.

Our involvement began with strengthening the project controls framework, implementing structured programme management processes, performance monitoring tools and formal reporting mechanisms aligned with infrastructure best practice. This ensured improved visibility of critical path activities, milestone performance and contractor sequencing across road and rail elements.

In parallel, Critical Path undertook detailed forensic delay analysis to assess Extension of Time claims. This included review of baseline and updated programmes, identification of critical delay events, analysis of concurrency and evaluation of causation in accordance with recognised delay analysis methodologies.

We also carried out disruption analysis to assess the impact of productivity loss, sequencing inefficiencies and resource displacement arising from programme events. Through structured claims evaluation and objective expert reporting, we provided clear guidance on entitlement, programme impact and associated commercial implications.

Our combined project controls consultancy and expert claims assessment supported improved programme transparency, strengthened commercial positioning and enhanced contractual clarity on this high-profile infrastructure development.
